Fiona Ma was elected to the 2nd District of the California State Board of Equalization (BOE) in November of 2014. Upon assuming office, Ma represented nearly 10 million people in 24 coastal counties stretching from Oregon to Santa Barbara – including the Bay Area.
At the time of her election, the BOE was California’s elected tax Board that administered the sales and use tax, assessed property tax on electric, gas, and telephone companies, as well as other utilities, and provided guidance to the 58 county assessors.
As one of the few Certified Public Accountants (CPAs) to ever have served on the Board, Fiona Ma dedicated her tenure to adopting reforms that would impose appropriate checks and balances, greater accountability, and increased transparency to the BOE. Ma led her own internal audits of the Board and worked to initiate multiple external audits as well. These and other parallel reform efforts ultimately led to a fundamental restructuring of the BOE to restore public trust and place the needs of the taxpayers first.
