Speaking at IgniteIt’s Market Spotlight: California 2026 in Los Angeles, Fiona said the state’s legal market is struggling under high taxes, regulatory complexity and competition from the illicit market.
Rather than simply criticizing the current system, Fiona offered to begin convening operators, regulators, lawmakers and other stakeholders to identify specific reforms and build a workable proposal. She suggested that a legislative path to the ballot could provide a less costly way to revisit parts of Proposition 64 if stakeholders can reach agreement.
